Yes, every international student in Türkiye needs health insurance: it is compulsory for the student residence permit, and the policy must cover the whole permit period you request. You have two main options. The first is Türkiye's state General Health Insurance (GSS), run by the Social Security Institution (SGK), which foreign students can join if they apply within three months of the start of the academic year. The second is a private health insurance policy. This guide explains both, the deadline that catches many Afghan students out, and how to avoid a gap in cover.

Why insurance is not optional

The official e-İkamet list of documents for student residence permit applications states that:

  • health insurance is compulsory for student residence permit applications;
  • the insurance period must cover the residence permit period you request;
  • the validity of private or general health insurance is checked through the system during the application, so no extra paper is needed;
  • students can join general health insurance if they apply within three months of the start of the academic year.

Without valid insurance, your residence permit application cannot succeed, and without a residence permit you cannot stay in Türkiye legally after your visa expires. Read our student residence permit guide for the full permit process.

Option 1: SGK general health insurance (GSS)

What the law says. Article 60 of Law No. 5510 provides that foreign students studying in Türkiye are counted as general health insurance holders if they request it within three months of the start of the academic year, without the conditions that apply to other foreigners (such as a year of residence).

What it gives you. GSS gives access to the public health system: family doctors, state hospitals and, through SGK's agreements, many contracted hospitals and pharmacies. Some services involve a contribution or co-payment, and private hospitals may charge extra fees.

What it costs. You pay a monthly premium set by SGK. The amount changes over time, so ask SGK or your university for the current figure. Unpaid premiums can interrupt your cover, so set a reminder each month.

How to register for GSS

The exact steps differ slightly between cities and universities, but usually:

  1. Complete your university registration and get your student certificate (öğrenci belgesi) showing your enrolment.
  2. Apply to SGK (the provincial social security centre) within the three-month window. Many universities' international offices guide students through this, and some collect applications on campus.
  3. Provide your documents, usually your passport and the student certificate. Your foreigner identity number is used to link the insurance to the e-İkamet system.
  4. Start paying the monthly premium as instructed.
  5. Use the GSS record in your residence permit application on e-İkamet; the system verifies it.

Ask your international office in your first week at university. Three months pass quickly when you are dealing with registration, accommodation, the denklik certificate and the residence permit at the same time.

Option 2: private health insurance

Private health insurance is offered by Turkish insurance companies, and many offer policies designed for foreigners' residence permits. It is useful when:

  • you arrive before GSS is active and need cover for your first residence permit application;
  • you missed the three-month window;
  • you want access to private hospitals without paying extra fees.

Before buying, check that the policy:

  • is accepted for residence permits (the system verifies it);
  • runs for at least the full permit period you request;
  • states clearly what is covered and excluded, including outpatient visits, emergencies and pre-existing conditions;
  • comes from a licensed insurance company, with a policy document in your name and passport number.

GSS or private: a comparison

SGK general health insurance (GSS) Private insurance
Who runs it State (SGK) Licensed insurance companies
Deadline Apply within 3 months of the academic year starting Any time
Payment Monthly premium set by SGK Usually one payment per policy
Hospitals State hospitals and contracted facilities Depends on the policy's network
Accepted for residence permit Yes Yes, if valid for the full period
Best for Most students, for the whole degree The gap before GSS, or after missing the deadline

For most Afghan students, GSS is the long-term solution, with private insurance used only to cover a gap.

If you miss the three-month deadline

The special route for foreign students depends on applying within three months of the start of the academic year. If you miss it:

  • you will normally need private insurance to apply for or renew your residence permit;
  • under Law 5510, foreigners with a residence permit who are not insured under another country's system can join GSS under the general rules, and the law's provisions point to a one-year residence condition for this route. Ask SGK whether and when this applies to you.

Universities describe the consequences differently, which is another reason to register on time rather than rely on exceptions.

A timeline for your first semester

When Action
Before you travel Budget for insurance. Consider a short private policy if you will apply for the residence permit before GSS can start.
Week 1 Register at the university, get your student certificate, ask the international office how GSS registration works locally.
Weeks 1–4 Apply for GSS at SGK or through your university.
Before your visa expires Apply for the residence permit on e-İkamet with valid insurance.
Every month Pay the GSS premium.
Each renewal Make sure insurance covers the new permit period.

Using health services

  • Emergencies: call 112, Türkiye's emergency number.
  • Everyday illness: your family health centre or a state hospital; GSS holders use their identity number.
  • Pharmacies: prescriptions from SGK-contracted doctors can be filled at contracted pharmacies, with any contribution required.
  • University health centres: many campuses have one; ask at registration.

Common mistakes

  • Waiting until the residence permit appointment to think about insurance.
  • Missing the three-month GSS window because of the first month's rush.
  • Buying a private policy shorter than the permit period you request.
  • Forgetting monthly premiums, which can interrupt cover.
  • Trusting old premium figures from social media.

Questions students ask

Do international students need health insurance in Turkey?

Yes. The official e-İkamet document list states that health insurance is compulsory for student residence permit applications, and that the insurance period must cover the residence permit period you request.

What is GSS for international students?

GSS (Genel Sağlık Sigortası) is Türkiye's state general health insurance, run by the Social Security Institution (SGK). Under Article 60 of Law No. 5510, foreign students studying in Türkiye are covered by GSS if they apply within three months of the start of the academic year, by paying the monthly premium.

What happens if I miss the three-month GSS deadline?

The special route for foreign students depends on applying within three months of the start of the academic year. If you miss it, you will normally need private health insurance for your residence permit. Foreign residents who have lived in Türkiye for more than a year may be able to join GSS under the general rules for foreigners; ask SGK.

Is private health insurance accepted for the student residence permit?

Yes. The e-İkamet guidance lists private health insurance and general health insurance among the accepted forms. The validity is checked through the system, and the coverage period must match the permit period you request.

How much does GSS cost for students?

SGK sets the premium, and it changes over time. Ask SGK or your university's international office for the current monthly amount; do not rely on old figures from social media.
